Background

The Government of Odisha has committed itself to the people of Odisha that permanent houses would be provided to all the rural poor (people below poverty line) by 2019 under different housing schemes like Indira Awas Yojana (IAY), Mo Kudia(my house) / Biju Pucca Ghar programmes. The current Technical Support project to the Department of Panchayati Raj, Government of Odisha is conceived to fast-track construction of Rural Houses with support from UNDP would strengthen the i.e. a) Policy and Planning procedures including institutional mechanism for delivery, b) Improve Designs and introduce new technology to house construction and c) Build Capacities of stakeholders for construction and support Monitoring of the housing construction. The project thus conceived would focus on the following:
  • Initiating the process of setting up Project Management Unit (PMU) at the State, District and Block Levels.
  • Develop a communication strategy as well as IEC materials (in local language and illustrative form) for making government functionaries and the beneficiaries and the public aware of their roles and responsibilities under rural housing schemes.
  • Create a cadre of trained construction fraternity (engineers, masons, bar-benders and carpenters) and supervisors/community mobilisers to support green and disaster resilient housing supply & maintenance.
  • In order to operationalize the Project, UNDP is currently in the process of recruiting Planning Officer (PO) to support the nodal agency (State Government). The Planning officer would be placed within the State Department of Panchayati Raj office.
The Planning officer will work under the guidance of the Director/ Deputy Director, Panchayati Raj who will provide overall project implementation guidance.

Summary of Key Functions: The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results will have an impact on poor and marginalized sections of the community and help in reducing poverty.

Duties and Responsibilities
  • Based on the implementation plan put in place mechanisms to track and share progress on the implementation of scheduled activities;
  • Develop management tools such as worksheets, detailed activity, checklists, activity monitoring frameworks, issue logs and reporting templates
  • Establish mechanisms for liaising with relevant focal persons to track status of the activities
  • Ensure that the progress reports are ready including speeches and talking points for the relevant officers as and when required.
  • Ensure documentation of the efforts for dissemination of relevant information and advocacy
  • Any other tasks assigned by the State Project Director and technical guidance of Project Manager

Required Skills and Experience

Education:
  • Graduate degree in any of the Social Sciences or degree/diploma in Rural Development
Experience:
  • 5 years’ experience in the development sector
  • Work experience in government/national and international agencies and civil society organization specifically in managing rural development scheme
Languages:
  • Excellent knowledge of written and spoken English
  • Working Knowledge of Odia essential
Remuneration package is Rs. 50,065 per month/- (taxable) which will include insurance and security. UNDP encourages work life balance.
